What is the purpose of the cover letter?

The cover letter is intended to serve as an executive summary describing the commodity to be reviewed and the context in which it is to be used. Applicants may use the cover letter to further develop points addressed in the online application form, and to provide a high-level overview of each document included as supporting material to the request.
